TIA IMPLEMENTATION TIMELINE

The Teacher Incentive Allotment is a multi-year journey designed to reward and retain highly effective educators. Over the course of three years, districts move through a structured process—beginning with the development and submission of a strong application, followed by the capture and analysis of teacher evaluation and student growth data, and culminating in the designation of eligible teachers. As the system takes root, districts have the opportunity to expand their plan to include additional teachers, broadening the impact and sustainability of the program. YEAR 1
Build a strong foundation

Candor partners with district leadership to design a fully compliant, strategic TIA plan and submit the initial application by April 15.

YEAR 2
Launch data collection & expand the plan

We guide districts through structured data collection, staff calibration, and optional plan expansion while ensuring compliance and readiness for submission.

YEAR 3
Submit, celebrate & sustain

Candor manages the full data submission process, prepares for validation and SCOMS, and supports your first round of TIA payouts.

YEAR 4
Keep the momentum going

We help districts maintain compliance, refine systems, expand teacher eligibility, and ensure long-term success with continued support.
Texas TIA Surge

As of the 2024–25 school year, around 600 Texas districts and partners are participating in TIA, with 42,000 teachers receiving TIA allotments. The momentum is stronger than ever.

This year alone, TIA will deliver approximately $481 million in payouts to educators across Texas. Districts are embracing the opportunity to reward excellence, retain talent, and reinvest in student success—proving TIA is more than a program; it’s a statewide movement.

A central Texas school district with a B rating turned strategic use of TIA services into a major win— earning $795,902 in Year 1 and soaring to $1,325,710 in Year 2.
